His reasons: 1.Russias weak education system which made it impossible for Russia to develop properly
2.railrads were all allready built and Russia just didnt need more then it allready had 1913.....
3.Real Wages of workers didnt grow
4.Since Russia was dependant on grain export, falling grain prices after the great depression would have killed her growth (and since Russia kept its population illiterate there was no way that it could have done anything else but export raw materials....
In my opinion the points 1 to 3 are wrong, Russias education system was the fastest growing in Europe, Russia needed way more railroads then it had in 1913 and real wages of workers did grow before the war. As about point 4, I think around 1929 Russia would have been far less dependant on grain export then it was even 1913.
Well I think we ought to be greatfull to Allen though that he counterchecked Gregorys data and had to admit them to be true, no leftist admireresrs of the USSR cant say that Gregory manipulated data (Nefedof trys to do this even now, but he has far less standing and only hurts himself by going agáinst the consensus).
Whats your opinion about Allens theory?

Still I would set Allen a stage above the likes of Nefedov and Ostrovski.
