Sorry but the GDP growth rate for the Russian Empire between 1870 and 1913 shows little´because before 1887 the Russian government didnt even aim at large scale economic growth in form of industrialisation and the Russian economy was still hinderd by many Mercantilist remnants (the government even feared industrialisation because of its social impact and Slavophile ideology), only with Wyshnegradskiy (and especialy Witte) as finance ministers did the government take course on large scale growth. Sadly in his downlowdeble file Maddison only has data for Russia for 1870, 1900 and 1913 but here: "http://www.cepr.org/meets/wkcn/1/1699/papers/Broadberry_Klein.pdf" You can see how the GDP of Russia developed after its government began to care about growth (and not just stability. Russias GDP per capita has increased between 1890 and 1913 by 64,3%, while that of Austria by 34%, Germany by 51,1%, Frances by 46,6&, Britains by 24%, Italys by 35% and Spains by just 25,8% and the USA by 56,2%. Thus your medial growth numbers between 1870 and 1913 say little about Russias economic perspectives at the end of the Empire.

Russias GDP per capita has increased between 1890 and 1913 by 64,3%, while that of Austria by 34%, Germany by 51,1%, Frances by 46,6&, Britains by 24%, Italys by 35% and Spains by just 25,8% and the USA by 56,2%. Thus your medial growth numbers between 1870 and 1913 say little about Russias economic perspectives at the end of the Empire.
